It’s mission accomplished for Dr. Sonia Rosales Low, Caraga State University’s Director for Public Information, Alumni and External Affairs who delivered the five (5) Special Patents (SPs)or Land Titles for Caraga State University’s (CSU) 232 hectares of land.
CSU had been aiming for these Special Patents since 2000, several offices and entities tried getting the coveted documents but failed. Dr. Low joined back CSU in 2010 and was given the task on February 16, 2011. She was with CSU formerly NORMISIST years back before she was pirated by the National Book Development Board in Manila as Regional Operations Officer for both Regions 10 & 13, and Head for Mindanao. Then went on hiatus to the USA for 12 years.
She had Proclamation No. 4 amended to Proclamation No. 239 on August 16, 2011, in just a matter of six (6) months which normally takes six (6) years. The Special Patents or Land Titles in less than six years before the sixth year commemoration of Proclamation No. 239 on August 16, 2017, the said titling according to authorities normally takes up to twelve years or more, because of the gamut of requirements, documentation, inspection, surveys and re-surveys, and all other systems processes.
In an interview with Dr. Low, she said that the titling is a matter of blood, sweat, and tears, and all the hullabaloos. It entailed a great deal of hard work, patience, persistence, perseverance, and steadfastness. She hoped that it will be used for the common good, and for the benefit of everyone, especially by the next generation to come. She thanked all those who helped, and grateful to the many people from different offices locally and nationally who ushered to its completion. CSU President, Dr. Anthony M.
