True to its core values of Competence, Service, and Uprightness, CSU has produced a product worthy of its brand tip-top. Dr. Joy has served her alma mater as Officer-in-Charge, Office of the CSU President. Traveling back and forth ASSCAT to CSU is not easy, but she managed to multitask with fervor. Armed with the energy and passion, plus the commitment and dedication as a public servant, Dr. Joy took the CSU leadership for a brief time while the search for the third CSU President was ongoing. Her temporary leadership in CSU might have ended, but her desire to serve her alma mater is deep rooted.
CSU since the transformational leadership of former President now Bohol Islands State University (BISU) President, Dr. Anthony M. Penaso has been creating more leaders and producing productive human capital for community development and beyond.
Dr. Joy C. Capistrano is the youngest president of the Philippine Association of State Universities and Colleges in the Philippines (PASUC). She is the first female President of Agusan del Sur State College of Agriculture and Technology. She is an empowered lady of Indigenous descent who become a state college president.
This CSU alumna is a woman of influence and inspiration. She is someone reserved but decisive. Dr. Joy is a woman of strong faith, a woman who stands up for herself and a woman who stands up for everyone else. She is someone who can make you smile just thinking of her. Notwithstanding all her achievements in life, this lady president keeps her feet on the ground. After all, humility is a trait a true leader must have. The CSU family is exultant of you Dr. Joy C.
