The Anti-Red Tape Authority (ARTA), through the Compliance Monitoring and Evaluation Office (CMEO), conducted an on-site inspection last May 4, 2023, at Caraga State University, specifically the Office of the University Registrar and Library Information Services Unit (HERO Learning Commons).
Present during the inspection were Dr. Armie Leila M. Mordeno, Chief Administrative Officer and Ms. Jenny Mae F. Bersabal, RPm, Director of Human Resource Management Services.
ARTA Inspectorate Team is headed by Kristine Joy Fajardo, the Division Chief, CMEO B together with Darrel Jaime Magno, Project Development Officer II, CMEO B; Cady Lene Perez, Project Development Officer IV, CMEO B; and Mark Jonald Delos Santos, Project Development Officer II, CMEO A. They inspected the compliance of the Caraga State University-Main Campus with the following: (1) Provisions of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018; (2) ARTA Memorandum Circular No. 2019-002 Series of 2019 or the Guidelines on The Implementation of the Citizen’s Charter in Compliance with Republic Act No. 11032 And its Implementing Rules and Regulation (IRR) and its Supplemental or ARTA Memorandum Circular No. 2019-002-A Series of 2019; (3) ARTA Memorandum Circular No. 2020-07 or the Guidelines on the Designation of a Committee on Anti-Red Tape (CART) in the Agencies Concerned in Compliance with R.A. 11032 and its Implementing Rules and Regulation (IRR); (4) Establishment of a Public Assistance and Complaints Desk (PACD); (5) ARTA Memorandum Circular No. 2021-09 or the Issuance of the Whole-of-Government Reengineering Manual; and (6) ARTA Memorandum Circular 2022-02, with Subject “Reiterating the Provisions of the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 or R.A. 110332 on Automatic Approval or Automatic Extension for Pending Applications or Requests of Agencies Beyond the Prescribed Processing Time and for the Submission of Zero Backlog Report.
The Office of the Registrar, led by Ms. Merinessa D. Gonzaga, described its method and earned acclaim for its best practices and outstanding efforts to provide clients with efficient and effective services.
On the other hand, the Library Information Services Unit (HERO Learning Commons), staffed by the University Librarian, Mrs. Maria Corazon L. Tercera, and her team, showcased their processes and systems.
The inspections and monitoring of compliances are conducted to ensure that measures and regulations towards easing the doing of business in the Philippines are being observed and implemented. PICO/OUBS
