PIAEA Formally Turns Over CSUCC Special Patent to CSU President

Dr. Anthony M. Penaso CSU President during its monthly administrative council meeting announced the scheduled formal turn-over of the CSUCC Special Patent last May 9, 2017. President Penaso accepted the OCT or Original Certificate of Title No. 2017000179 with Special Patent No. 130103. 15-0008, covering an area of 53, 915 square meters released last April 20, 2017, handed over by the Public Information, Alumni and External Affairs Director Sonia R. Low, to whose office the task had been given. The university president then, passed it on to the CSUCC Campus Director, Dr. Marilyn Castillo for safe keeping. CSUCC has two special patents or OCT certificates, the other one bears Original Certificate of Title (OCT) No. 2017000160 with Special Patent No. 130103.15-0007, covering an area of 26, 105 square meters.

In the formal turn over letter of the PIAEA, it was mentioned that this CSUCC Special Patent quest for CSUCC started in 2012. Getting a special patent normally takes six to twelve years accordingly because of the many documentations, surveys, processes and gamut of other requirements it entails, especially in the case of school sites. It was such a feat that CSU in general need to rejoice and valued for, hoping that it will serve its purpose for the common good.

The official hand over was witnessed in particular by the three CSU Vice Presidents, Dr. Rolando N. Paluga, Vice President for Academic Affairs, Dr. Rowena P. Varela, Vice President for Research and Extension, and Dr. Armie Leila M. Mordeno, Vice President for Administration and University Board Secretary. In general, it was witnessed by the members of the CSU Administrative Council of both CSU main campus and CSU Cabadbaran campus.

On the other hand, the Public Information, Alumni and External Affairs reported that three of the five CSU main Special Patents are now in CSU, the other two still undergo several processes in the offices of the Land Registration Authority, Register of Deeds and DENR. The CSU Special Patent journey started in 2004, 2006, and was given to the office of the Public Information, Alumni and External Affairs on February 10, 2011. The PIAEA started working on the amendment of Proclamation No. 4 on February 16, 2011 which was one of its first requirements. Proclamation No. 4, dated February 14, 1920, which reserved certain parcels of land in Ampayon, Butuan City for School Site purposes was amended on August 16, 2011, by virtue of Proclamation No. 239, granting full ownership of the 232 hectares of land to Caraga State University by virtue of Republic Act No. 9854. According to the PIAEA, the formal turn- over of SP documents for CSU main shall be scheduled upon completion of the whole processes and having on hand the other two Special Patents. RAL& MJGJ
