The Office of the Vice President for Administration headed by Dr. Armie Leila M. Mordeno initiated a seminar on RA 9184 known as the Government Procurement Reform Act. And its 2016 revised implementing rules and regulations. RA 9184 is an Act providing for the Modernization, Standardization, and Regulation of the Procurement Activities of the Government and for other purposes.
The seminar was intended for all the administrative personnel of Caraga State University, especially to those who are involved in procurement processes. Seminar topics were: Overview and General Provisions of RA 9184 tackled by the Department of Budget and Management (DBM) OIC, Regional Director Ricky L. Sanchez, Procurement; Planning, and Budget Linkage and Preparation of the PPMP, APP and PMR, handled by Mr. Carlito P. Leyson also from DBM, with another DBM officer Mr. Paul A. Abarca who discussed on PHILGEPS. Our very own Chief of Staff, office of the CSU President, Dr. Felix R. Ocarez talked about Standardized bidding procedure for consulting services. Dr. Ocarez is co-chair of CSU’s Bidding and Awards Committee (BAC). Another topic which Dr. Ocarez discussed with Department of Interior and Local Government (DILG) officer Mr. Arvin R. Silvosa was Penal, Civil, and Administrative Provision Protest Mechanism Blacklisting Guidelines.
Other seminar topics were: Standardized Bidding Procedure for Infrastructure Projects, Goods and Services, resource speaker was from the Commission on Audit (COA) Engr. Dante M. Jabutay. Alternative Modes of Procurement resource person was Engr. Junrey E. Labatos, also from COA.
The two-day seminar was held at the Grand Palace Convention Center on April 20-21, 2017. piaea
