May 18, 2021, right after his 2020 State of the University Address (SUnA), CSU President, Dr. Anthony M. Penaso was bestowed with the First HART Award by the Heirs of the former Assemblyman Antonio Rosales Tupaz who was responsible for the conversion of the then Northern Mindanao Agricultural College (NORMINAC) to the then Northern Mindanao Institute of Science and Technology (NORMISIST). CSU President Penaso received the Award of Distinction with his wife Madam Abigail Noemis T. Penaso and children Abelliane, Allyson, and Allister.
HART stands for Honorable Antonio Rosales Tupaz, quintessential lawyer, educator, legislator, and public servant who filed the Batas Pambansa Bilang 25 leading to the conversion of NORMINAC to NORMISIST. The house bill became Batas Pambansa Blg 241 when President Ferdinand E. Marcos signed it into law on November 11, 1982. The then NORMISIST is now the superbly transformed Caraga State University.
The heirs of Honorable Antonio Rosales Tupaz led by his widow Madam Cherie Gloria F. Tupaz and children gave the First HART Award of Distinction to honor Dr. Anthony M. Penaso for Exemplary Leadership and Institutional Development. It is also to recognize his sterling character as an Inclusive Leader, leading to the development of CSU as an institution of higher learning. Dr. Penaso is an embodiment of true leadership, steadfastness, and quintessence development partner.
Madam Cherie Tupaz who is presently based in Manila was represented by her chosen representatives, her nieces Ms. Sonia Abe Gaile Tupaz Zabate and Dr. Sonia Rosales Low. The former gave the award with her husband Pastor Emmanuel S. Zabate and daughter Elaine Gay Tupaz Zabate, while the latter read the contents of the plaque. Madam Cherie Tupaz also gave a surprise video message along with singer and TV personality Mr. Lance Tupaz Busa who vibrantly congratulated CSU and Dr. Penaso for the illustrious award and for CSU’s unstoppable development.
